The single greatest reason this shock, initially expected to be short-lived, has dragged on is the overwhelming asymmetry of combat costs between the United States and Iran. Pushed to the brink of regime survival by intense U.S.-Israeli pressure, Iran played the desperate card of closing the strait, heedless of the damage to itself. With cheap tools such as drones, Iran can inflict enormous damage on the world economy simply by sustaining a hostile environment for the strait. The United States, for its part, has found it difficult to fully neutralize Iran's dispersed capacity for disruption; amid ballooning military, economic, and political costs, it has lost sight of a clear exit that would allow a declaration of victory, and the situation has settled into stalemate.

As of this writing, the most likely base case for how the stalemate resolves (55%) is that some substantive compromise is reached around autumn, as U.S. military, economic, and political costs mount, allowing a limited resumption of transit through the strait. The next most likely scenario is that the two countries reach an agreement on reopening the strait on a shorter timeline (35%). A scenario of military escalation—triggered by third-party actors with independent incentives or by a hardline turn in Washington—cannot be ruled out, but its probability is low (10%).

OVERVIEW

中東のオマーンとイランの間に位置するホルムズ海峡は、ペルシャ湾とオマーン湾、そしてその先のアラビア海を結ぶ、世界最大級の海上エネルギー輸送路である1。最狭部の幅は約39キロメートルであり、大型船舶が安全に航行可能な航路は上下線それぞれわずか約3.7キロメートルに制限されている2。この地理的制約にもかかわらず、同海峡は世界のエネルギー供給と産業サプライチェーンの根幹を支える巨大な動脈として機能している。

Located between Oman and Iran, the Strait of Hormuz connects the Persian Gulf with the Gulf of Oman and, beyond it, the Arabian Sea, making it one of the world's largest maritime corridors for energy 1. At its narrowest, the strait is only about 39 kilometers wide, and the shipping lanes safe for large vessels are limited to roughly 3.7 kilometers in each direction 2. Despite these geographic constraints, the strait functions as a great artery underpinning the world's energy supply and industrial supply chains.

The oil, natural gas, and related products of the Persian Gulf are the foundation of global economic activity.

All of these goods pass through this extremely narrow strait on their way to world markets. In 2024, oil transit through the Strait of Hormuz averaged roughly 20.7 million barrels per day—about one-fifth of world oil consumption and roughly a quarter of seaborne oil trade 1. More than 20% of global LNG trade, led by Qatari cargoes, also depends on the strait 1. Alternative routes are effectively limited to Saudi Arabia's East–West Pipeline and the UAE's Abu Dhabi Crude Oil Pipeline, whose combined bypass capacity of roughly 4.7 million barrels per day covers only about 22% of the 20.7 million barrels that transit the strait 1.

Because the supply of fuels and feedstocks underpinning virtually every industry converges on this single point, the Strait of Hormuz has long been recognized as a potential chokepoint. Were it closed, the route by which the Persian Gulf's oil and related products reach the world would be severed, erasing roughly 20% of global oil supply from the market. The resulting shortages of fuel and raw materials, and the accompanying price surges, would deal a heavy blow to the world economy. Published estimates of a closure's impact include a 2.9-percentage-point annualized drag on global real GDP growth 5, and a view that a standoff lasting six months would push global inflation to 7.7%, approaching its 2022 peak 6.

Iran has in fact hinted at closure time and again as a means of political pressure: senior officials issued a string of closure warnings during the 2011–12 sanctions crisis over its nuclear program, and in 2019 commanders of the IRGC (Islamic Revolutionary Guard Corps) were sanctioned by the United States over closure threats 7. Until 2025, however, these amounted to limited intimidation or partial harassment, never a de facto full closure 8. The reason is that oil exports are a vital source of government revenue for Iran itself 91011, and its own export route is likewise the Strait of Hormuz 112. Iranian military leaders themselves said publicly in peacetime that "as long as we use the strait, closing it makes no sense" 1314. Even during the Iran–Iraq War of the 1980s—the "Tanker War," when mines were laid in the Persian Gulf and attacks on shipping were frequent—transit through the strait itself never ceased 715.

In 2026, however, that long-standing assumption was overturned. Following the U.S.-Israeli attack on Iran at the end of February, Iran imposed a de facto closure of the strait for the first time in history, and the risk long attached to the waterway finally became reality.

なぜ封鎖されたのかWhy Was the Strait Closed?

では、なぜ2026年に至って、歴史上初となるホルムズ海峡の事実上の全面封鎖が現実化したのか。 決定的な要因は、今回の米国とイスラエルによる先制攻撃の性質が、過去の外交的駆け引きとは根本的に異なっていたことにある。

Why, then, did the first de facto full closure of the Strait of Hormuz in history materialize in 2026? The decisive factor is that the nature of this U.S.-Israeli first strike differed fundamentally from past rounds of diplomatic brinkmanship.

On February 28, 2026, U.S. and Israeli forces launched large-scale airstrikes across Iran, killing Supreme Leader Ali Khamenei 16.

空爆の直接的な引き金は核協議の決裂である。2025年6月の「12日間戦争」後も断続的に続いた交渉は、ウラン濃縮の全面停止を求める米国にイランが応じず行き詰まり17、制裁再強化による通貨急落と2025年末からの全国的な反政府デモで体制が揺らぐ中18、米国は2003年以来最大規模の中東増派を経て攻撃に踏み切った17

The immediate trigger for the strikes was the collapse of the nuclear talks. Negotiations that had continued intermittently after the "12-Day War" of June 2025 deadlocked when Iran refused U.S. demands for a complete halt to uranium enrichment 17; with the regime shaken by a currency collapse under re-tightened sanctions and by nationwide anti-government protests from late 2025 18, the United States carried out its largest Middle East force buildup since 2003 and proceeded to attack 17.

On the first day alone, numerous figures at the heart of the regime—including the defense minister and IRGC commanders—were killed, and Israel claimed to have killed 40 senior military commanders 19. President Trump posted on social media that this was "the greatest opportunity for the Iranian people to take back their country," calling on the population to topple the regime 20, and went on to say he wanted to "clean out" the leadership entirely, adding that "we have good candidates" to lead—openly making regime change a war aim 2122.

2011〜12年の制裁危機も、2019年のタンカー攻撃も、停戦で終わった12日間戦争でさえも、核合意や制裁解除を巡る交渉の延長線上にあった。これに対し今回は、イラン・イスラム共和国という国家体制そのものを転換させる意図が明示された点がこれまでの戦争とは大きく異なっていた。

The 2011–12 sanctions crisis, the 2019 tanker attacks, even the 12-Day War that ended in a ceasefire—all remained extensions of negotiations over the nuclear deal and sanctions relief. This time was fundamentally different: the intent to transform the Islamic Republic of Iran as a state system was made explicit.

Behind this hardline strategy, observers point to President Trump's formative success with the "Venezuela model" 19. In January 2026, the United States captured Venezuelan President Maduro through limited strikes and the insertion of special forces. His close aide, Vice President Rodríguez, immediately pivoted to cooperation with Washington and assumed the interim presidency; by March the two countries were moving to restore diplomatic relations 1923. Trump called the operation "a perfect, perfect scenario" 19 and sought to apply the same formula to Iran: remove the top leadership swiftly by military force, and either the regime collapses or a compliant leader emerges. Analysts assess that the operation's apparent "success" in Venezuela emboldened Trump 24.

But the Venezuela model did not work in Iran. Whereas power in Venezuela was personalistic, dependent on Maduro himself 19, Iran's system was designed as an institutionalized, decentralized ideological order in which clerics, the military, the bureaucracy, and economic networks share power 25. As Professor Vali Nasr of Johns Hopkins University put it, "You can kill the top, but the system is built to keep functioning" 19, and no domestic force existed capable of standing up to the IRGC and the Basij militia 19.

If anything, the killing of the Supreme Leader and senior officials concentrated power in the IRGC—the de facto center of gravity of the Iranian state 25—and in the hardliners. Indeed, about a week after the assassination, on March 8, the Assembly of Experts, under strong pressure from the IRGC, selected the late Khamenei's son Mojtaba, a figure close to the Revolutionary Guards, as the new Supreme Leader 2627. According to The New York Times, the choice was strongly backed by the Revolutionary Guards 27. Alhurra, a U.S. government-funded outlet, offered this analysis: "Rather than splitting the regime, the assassination appears to have concentrated power in its most hardline elements. The slain Khamenei was more cautious than many within the IRGC, and they may now feel free to carry out plans they had long nurtured but never been permitted to execute" 28. Facing an existential threat, the IRGC gave notice of the strait's closure on February 28. On March 2, Jafari, senior adviser to the commander-in-chief, declared: "The strait is closed. Any ship that attempts to pass will be set ablaze (by the Revolutionary Guards and the regular navy)" 29.

体制転換を狙った強い軍事圧力は、体制の崩壊を招くどころかかえって強硬化を招き、未曾有のホルムズ海峡全面封鎖という極端な報復行動を引き起こす結果となったと考えられる。

STALEMATE

なぜ長引いているのかWhy Is the Blockade Dragging On?

両陣営の軍事力の差は圧倒的である。実際、米中央軍(CENTCOM)司令官によれば、開戦から2週間ほどでイラン海軍は主要水上戦闘艦・補給/指揮艦・機雷敷設艦・小型艇・潜水艦を含む60隻以上を撃破・行動不能にされた30。 正規海軍はほぼ壊滅したにもかかわらず、なぜホルムズ海峡の封鎖は開戦から5ヶ月以上たった今も解消していないのか。その裏にはいくつかの構造的な要因が存在している。

The military imbalance between the two sides is overwhelming. Indeed, according to the commander of U.S. Central Command (CENTCOM), within roughly two weeks of the war's start the Iranian navy had lost more than 60 vessels destroyed or disabled, including major surface combatants, supply and command ships, minelayers, small boats, and submarines 30. Why, then, with Iran's regular navy all but annihilated, has the closure of the Strait of Hormuz persisted for more than five months? Several structural factors lie behind it.

The biggest reason the blockade endures is that keeping the strait closed costs Iran remarkably little.

前提として、イランは艦隊によって物理的に海峡を塞いでいるわけではない。 封鎖の実態は、機雷・自爆ドローン・対艦ミサイル・高速艇による、船舶への散発的な攻撃である31。イランは開戦直後に「通過を試みる船は炎上させる」と宣言し729、その後の攻撃で少なくとも8隻の商船が損傷した32。イランは軍事力で海峡を封鎖する必要はなく、船舶への散発的な攻撃で通航リスクを一定水準以上に保つことで、戦争保険料が高騰し、事実上の封鎖を継続することができる。実際、開戦から48時間で戦争リスク保険料は5倍に急騰し、大手保険各社は既存契約を打ち切って約60倍の料率で再提供、ロイズの合同戦争委員会(JWC)はペルシャ湾全域を紛争リスク地域に指定し、タンカー交通は8割以上減少した32。数字で見ると、船体価値に対する戦争保険料率は開戦前の約0.25%から3〜10%へ跳ね上がった。1億ドルのタンカーなら保険料が25万ドルから300万〜1,000万ドルに膨らむ計算で、商業的に通航が成立しない33。これにより、平時は1日100隻超・最大400万トンの貨物が通過していた海峡の交通はほぼ停止した34

To be clear, Iran is not physically blocking the strait with a fleet. The blockade in practice consists of sporadic attacks on shipping using mines, kamikaze drones, anti-ship missiles, and fast boats 31. At the war's outset Iran declared it would "set ablaze any ship that attempts to pass" 729, and subsequent attacks have damaged at least eight merchant vessels 32. Iran does not need to seal the strait by force of arms: by keeping transit risk above a certain threshold through sporadic attacks on shipping, it drives war-risk insurance premiums up and thereby sustains a de facto closure. In fact, within 48 hours of the war's start war-risk premiums quintupled; major insurers canceled existing policies and re-offered coverage at roughly 60 times the previous rates; Lloyd's Joint War Committee (JWC) designated the entire Persian Gulf a conflict-risk area; and tanker traffic fell by more than 80% 32. In numbers, hull war-risk rates jumped from about 0.25% of vessel value before the war to 3–10%. For a $100 million tanker, that means premiums ballooning from $250,000 to $3–10 million per transit—commercially unviable 33. As a result, traffic through a strait that in peacetime carried more than 100 ships and up to 4 million tons of cargo a day came to a near standstill 34.

These tools are cheap, dispersible, and concealable, so however completely the U.S. military commands the sea and the air, eradicating coastal launchers and mines is difficult. Iran is a major drone producer: according to the Centre for Information Resilience, a nonprofit research group funded by the UK Foreign Office, it has the industrial capacity to produce roughly 10,000 drones a month 35. It also maintains at least five underground "missile cities" 36 and claims to possess "missile production sites unknown to the enemy" 37.

Compounding this is the extreme cost asymmetry between an Iran that can blockade the strait with sporadic attacks and a United States that must intercept them. Iran's Shahed kamikaze drones cost roughly $20,000–50,000 apiece, while a single Patriot PAC-3 MSE interceptor costs about $4.1 million and a THAAD interceptor about $12.7 million—a cost ratio of tens, in some cases approaching hundreds, to one 38. The defender must protect every transit of every merchant ship almost perfectly; Iran needs only to hit one ship now and then. A single strike sends insurance rates soaring again, resetting the blockade.

Thus, while Iran can keep squeezing the world economy's chokepoint at minimal cost, every round of U.S. strikes adds to America's military, economic, and political burden without ever achieving complete security. This overwhelming cost asymmetry is the principal reason a military resolution remains stalemated—and testimony, in reverse, to the strait's power as a chokepoint.

② Irreconcilable Positions on Control of the Strait

The second reason for the prolonged standoff is that the two sides' positions on who controls the strait, and how, are irreconcilable.

米国の立場は、海峡の完全な解放である。CENTCOM司令官は作戦目的を「イランの戦力投射と海運妨害の能力を終わらせること」と説明し39、4月に一時停戦へ応じた際もトランプ大統領は「完全・即時・安全」な海峡再開を条件とした40。世界最重要の海上輸送路の安全と航行の自由を保証できない状態が続くことは、米国にとってそれ自体が事実上の敗北を意味するからだ。

The U.S. position is the complete liberation of the strait. The CENTCOM commander described the operation's objective as "ending Iran's capacity for power projection and interference with shipping" 39, and when agreeing to a temporary ceasefire in April, President Trump conditioned it on the "complete, immediate, and safe" reopening of the strait 40. A continuing inability to guarantee the safety and freedom of navigation of the world's most important sea lane would itself amount to a de facto American defeat.

Iran, for its part, refuses to relinquish the effective control of the strait it has gained through this war. The IRGC has framed the strait as falling under Iranian sovereignty, warning merchant ships to use only routes approved by Tehran 41; from mid-March it imposed a de facto tollbooth regime obliging vessels to file detailed declarations, obtain clearance codes, and use a single IRGC-escorted corridor 42. In May it established a "Persian Gulf Straits Authority (PGSA)," institutionalizing transit permits and fee collection 43. A senior Iranian official told Reuters that Tehran wants a permanent peace deal to include recognition of fee collection from transiting vessels 44, and a member of parliament argued, "Since we provide the strait's security, it is only natural that ships and tankers pay"—pressing to codify sovereignty in law and turn it into a revenue stream 45. The foreign ministry spokesperson has said Iran will "impose no toll" while collecting payment for "navigation, safety, and environmental services," preserving room for charges under another name 46.

Behind this fixation lies the fact that the capacity to close the strait has now been proven as a powerful deterrent—one that replaces the former nuclear card. Iran's leverage over the United States was once its nuclear program. In this war, it was the ability to "close the strait again" that functioned as the regime's trump card for survival. New Supreme Leader Mojtaba has stated plainly that "the lever of closing Hormuz must continue to be used," while Iran's UN ambassador performed damage control and a claim of authority in the same breath: "We have no intention of closing the strait. But safeguarding the peace and security of this waterway is our inherent right" 47. This is why Iran clings to maintaining "a central role in deciding how the strait operates and under what conditions ships may pass" 48. In any future crisis, instead of threatening to "restart the nuclear program," Tehran can threaten to "close the strait again"—a card, transit-fee revenue included, that it has no reason to surrender.

③ Third-Party Actors with Independent Incentives

The third reason is that the belligerents are not limited to the United States and Iran. Israel, Hezbollah in Lebanon, the Houthis in Yemen, and Iran-aligned militias in Iraq (the Popular Mobilization Forces, or PMF) are all in motion with incentives of their own, creating a structure in which a bilateral deal alone cannot stop the fighting. The Houthis and the PMF in particular, while attuned to Tehran's wishes, are convenient proxies Iran can use without acting directly itself.

On June 17, the United States and Iran signed a 14-point memorandum of understanding (MOU) toward a ceasefire. Article 1 stipulated "a permanent end to military operations on all fronts, including Lebanon," but neither Israel nor Hezbollah nor the Lebanese government was a party to the memorandum 49, and Israel had made clear it was "not bound by a U.S.-Iran ceasefire" 50. Israel duly continued striking Hezbollah, Iran's proxy in Lebanon, on its own security logic. Iran in turn declared the strait re-closed, citing a "violation of Article 1" 50, which became one of the factors that unraveled the June ceasefire.

Third-party involvement is also widening the war. On July 20, the Houthis declared a maritime blockade of Saudi ships and ports at the Bab el-Mandeb strait 5152; in addition, Iraq's Iran-aligned militias are reported to have used drones against the facilities that carry crude from eastern Saudi Arabia to Yanbu on the Red Sea—the East–West Pipeline system that is the lifeline of the Hormuz bypass 5152—putting even the Red Sea route under threat. In Iraq, the militias are reported to have carried out drone attacks on Saudi energy facilities and U.S. forces; at the end of July, U.S. and Saudi forces struck PMF sites inside Iraq, killing at least 20 and extending the war into Iraq itself 5354.

The June ceasefire, in short, left the question raised in ②—whether the strait would be placed under Iranian control—unresolved, while also building into its terms a cessation of fighting across all theaters, including those where third parties are most active: an unstable construct from the start. Layer the cost asymmetry of ① on top, and the closure of the Strait of Hormuz has now stretched past the five-month mark.

Five months of attrition have been building pressure inside each camp. This chapter surveys—for the United States, Iran, and the neighboring states in turn—where each side now stands as a result of the prolonged war, and what could move the stalemate.

The combat-cost asymmetry described in Chapter 3① has, five months in, materialized as hard numbers. As of late July, Patriot interceptor stocks are estimated to have fallen from about 2,330 before the war to 759–827 remaining—roughly two-thirds expended—with THAAD down to 234–278 (from 452 pre-war) 5556. Field commanders have begun deliberately declining to engage some incoming projectiles to conserve interceptors; the Chairman of the Joint Chiefs has warned the president that shrinking stocks could affect operations; and a senior U.S. official has acknowledged that the military lacks the missiles to sustain this air campaign safely 5557. On August 4, Reuters reported that the U.S. Army has "virtually exhausted" its stock of long-range precision missiles 58. In late June the administration asked Congress for an $87.6 billion supplemental centered on roughly $67 billion in Iran-war funding for munitions replenishment and operating costs, but replacing high-end interceptors takes years, and concern is spreading that deterrence against China and North Korea is being eroded 575559. This attrition is now eating not only into the Iran-war budget but into the budget underpinning America's global strategy—itself a pressure toward early resolution.

Politics: Rising Pressure Ahead of the November Midterms

The war's prolongation is a stiff headwind for the ruling party ahead of the November midterm elections. A Quinnipiac University poll found opposition to the war at 60%, the highest since it began; an AP-NORC survey found 64% saying the war "was not worth it"; and President Trump's approval rating has sunk to the lows of his second term 6061. In Congress, the defense secretary testified at a late-July Senate hearing that the war had cost $37.5 billion so far (Moody's Analytics estimates the cost at no less than $132 billion once household and taxpayer burdens such as fuel inflation are included) and pressed for swift approval of the aforementioned roughly $67 billion supplemental—but discontent over the lack of an exit strategy and over cost transparency has erupted among Democrats and some Republicans alike, and the persuasion effort is struggling 6263. Inside the administration, Secretary of State Rubio and other senior officials warn that ratifying Iran's control of the strait would gut the effectiveness of the sanctions regime, opening a gap with economic officials who prioritize market stability 64. Former administration officials sum up the situation: "a frustrated White House has few good options left" 65. Unable to fight a midterm election saddled with a war seen as not worth its cost, the administration's incentive to manufacture something it can call victory by autumn grows by the day.

経済:国内物価の上昇と世界的な供給逼迫

Economy: Domestic Price Pressure and a Tightening Global Market

The prolonged supply disruption is squeezing the United States on two fronts: at home as a cost-of-living issue for voters, and abroad as tightness in world energy markets. Domestically, the national average gasoline price surged from about $2.98 per gallon before the war 66 to $4.56 in May; it dipped below $4 after the June interim deal, then crossed $4 again in late July as the ceasefire collapsed 6768. Diesel—which feeds through trucking into food and a broad range of prices—has reached $5.11, and a Gallup survey finds two-thirds of Americans calling fuel costs a burden on their household finances 67. Turning to world markets, the war has been described as "the largest oil supply disruption in history" 69, and on July 23 Brent crude futures spiked about 7% past $100 a barrel after attacks on two Saudi tankers in the Red Sea 70. Moreover, five months of drawing down commercial and strategic inventories to plug the supply gap 71 have left that buffer wearing thin. The IMF's July assessment is that the world economy has so far held up better than feared, while cautioning that the shock's transmission is still at an early stage 71; if the blockade drags on further, the GDP and inflation damage estimated in Chapter 1 begins to look real 72. Both the defense of household budgets at home and the demand for stability in world markets are pressures that favor early settlement over holding the line on principle.

Military: Conventional Forces Annihilated, but the Blockade Is Cheap to Sustain

Iran's regular navy lost more than 60 vessels in the first two weeks of the war and is effectively destroyed 30; its air-defense network is attrited; and its missile stockpile, estimated at 2,500–6,000 before the war, is finite 35. But as Chapter 3 showed, what the blockade requires is not conventional forces but low-cost drone production and dispersed coastal launch capacity—and these remain intact. So long as the war remains one of attrition, Iran is likely to outlast the United States.

Politics: A Diminished Government and Ascendant Hardliners—Little Visible Urgency to Settle

Politically, there is no time-bound pressure to settle comparable to U.S. domestic politics. Friction does exist with the pragmatists seeking sanctions relief (President Pezeshkian among them), but in early July a string of attacks on merchant ships transiting the strait off Oman led President Trump to declare the ceasefire over on July 8. That the attacks could not be stopped even while diplomacy was in motion suggests that ultimate control rests with the military and the hardliners 737475.

The U.S. Navy's counter-blockade has choked Iran's oil exports, and currency depreciation, inflation, and unemployment are worsening 17. But Iran's economy was already flying low under sanctions before the war, and given decades of accumulated adaptation—an informal economy and smuggling networks—whether the war's additional damage has reached a level that shakes the regime's durability is hard to verify from outside. If anything, Tehran may see maximal use of its Hormuz leverage as the way to extract favorable terms for its eventual economic recovery—sanctions relief, the release of frozen assets, the institutionalization of charges on strait transit—a dynamic that may itself be pushing Iran toward a harder line at the negotiating table 7476.

③周辺国の状況

For the Gulf oil producers, this war is anything but someone else's problem. The bulk of their exports likewise depends on the Strait of Hormuz 1, and economic losses are compounding as the closure drags on. On July 7 a Qatari LNG tanker was attacked near the strait 77; with the Houthis' July 20 declaration of a Bab el-Mandeb blockade, even the Red Sea route—the lifeline of the Hormuz bypass—came under attack, with two Saudi tankers struck and damage to one of them (the Enseria) confirmed by the Saudi state news agency, and marine insurance rates across the region have climbed again 5170.

The damage extends beyond shipping. The UAE port of Fujairah was forced to halt exports by a drone attack, and flight suspensions hit Dubai 69; at the end of July, attacks by Iran-aligned militias on Saudi energy facilities—and the U.S.-Saudi retaliation they drew—extended the front into Iraq 53. The Gulf states have every reason to want to avoid further escalation at all costs.

They are accordingly deepening their involvement as mediators, with Oman—the only littoral state facing Iran across the strait—now at the center. Oman continues to press Iran with a Malacca-style plan for joint management and formalized fees (with IMO involvement; the UK and France are also studying it), but as of late July it had not bridged the gap with an Iran demanding full control 76, and when a new route hugging the Omani coast was attempted in June, the Revolutionary Guards issued open warnings 41.

OUTLOOK

The talks keep cycling between signs of restart and breakdown. This chapter organizes the outlook for the Hormuz crisis over the coming months into three scenarios.

Scenario A: Near-Term Stalemate, Medium-Term Resolution (Base Case, 55%)

The substance of the current negotiations differs little from the framework of the deal that collapsed in June; above all, the conflict over control of the strait described in Chapter 3② remains unresolved. Iran continues to demand control of the strait and some form of fee collection, while for the United States, accepting Iranian sovereign control or mandatory transit tolls would be tantamount to a declaration of defeat, and its negotiating condition—"an international waterway free of Iranian control or restriction" 78—has not moved. In the short run, therefore, we expect the deadlock to persist.

While the possibility of an intermittent blockade continuing over the longer term cannot be excluded, we judge the most probable path to be this: as the U.S. military, economic, and political costs catalogued in Chapter 4 mount, Washington concedes around this autumn—effectively accepting Iranian control and some form of fee collection—and the blockade is dismantled in stages.

Scenario B: Early Resolution (Upside, 35%)

In this scenario, a concession by one side or the other produces an agreement on reopening the strait within a matter of weeks. Signs of de-escalation are real—the halt in late July to thirteen consecutive days of U.S. airstrikes, and the presentation of Oman's mediation plan 78—and the oil market is already trading on hopes of a deal 79. If in particular the United States concedes to, accepts, or tacitly tolerates de facto Iranian control, fee collection, or sanctions relief, an early resolution is entirely conceivable.

Scenario C: Military Escalation (Downside, 10%)

Scenario C is one in which, as the stalemate drags on, some event triggers a chain of full-scale escalation. Limited Israeli strikes on Hezbollah positions in Lebanon or on Iran's nuclear-related facilities, or Houthi attacks on Saudi export infrastructure, could occur beyond U.S. or Iranian control and become the spark for further escalation.

A hardline turn by the U.S. administration is also not out of the question. President Trump could, in search of a game-changing blow, strike Iran's underground nuclear site at Pickaxe Mountain 8081, escalate the destruction of infrastructure, or even commit ground forces. In that event, however, Iran would most likely unleash full-scale attacks on Gulf energy facilities 32; given the strong restraint urged by the Gulf states and the specter of a chain of mutual destruction and a collapse of the world economy, we assess this scenario's probability as low.

The analysis and scenarios above are essentially premised on the situation as of late July. Entering August, however, the picture has begun to shift.

8月1〜2日、トランプ大統領は週末に予定していた大規模攻撃を土壇場で中止し、「ホルムズ海峡の即時・完全・全面的な開放とイランの核の脅威の終結」を含む合意の枠組みが整ったとして、3日からの交渉再開を表明した8283。もっとも言葉が先行している感は否めず、イラン外務省は「米国との直接交渉は行っていない」として、進んでいるのはオマーンとの暫定的な運航取り決めの協議のみと説明し、その合意すら「海峡の再開放を意味するものではない」と釘を刺している84

On August 1–2, President Trump called off at the last minute a major strike planned for the weekend, announcing that the framework of a deal—including "the immediate, complete, and total opening of the Strait of Hormuz and the end of the Iranian nuclear threat"—was in place, and that talks would resume on the 3rd 8283. The rhetoric, however, is running ahead of the facts: Iran's foreign ministry says it is conducting "no direct negotiations with the United States," that the only talks under way concern an interim shipping arrangement with Oman—and that even that agreement "does not mean the reopening of the strait" 84.

And yet the Oman-channel talks show substantive progress.

The reported deal would establish an Iranian-controlled corridor for inbound transit and an Omani-controlled corridor for outbound transit, with a "service fee" collected, in exchange for the United States lifting its naval blockade 8385—a design close to settling the control dispute of Chapter 3② on terms favorable to Iran. What deserves attention is the shift on the U.S. side. The New York Times reports that President Trump has made the rapid reopening of the strait his priority, even at the cost of accepting an arrangement that grants Iran a degree of influence over maritime traffic 86—the first signs of acquiescence to terms the United States would once have rejected. If this posture holds, we expect Scenario B's probability to rise above Scenario A's.

The Hormuz crisis itself may yet settle down for a time along the lines of the scenarios analyzed in this report. What this unprecedented episode confronts the world with over the medium to long term, however, is the normalization of uncertainty at a distinctly higher level.

Even if the current turmoil settles into a state in which Iranian administration of the Strait of Hormuz becomes the norm, the embers will keep smoldering between Iran and a United States forced into de facto concession. Indeed, the U.S. FY2027 budget request seeks 857 THAAD and 785 Tomahawk missiles 57, steadily laying the groundwork for stockpile recovery. A Trump administration that has come through the midterms and rebuilt its arsenal—unwilling to leave "Iran's de facto victory" as its legacy—could yet opt for escalation once more. The Middle East will remain the more unstable for it.

The effects of this supply disruption are also steadily seeping into the world economy. For now, mitigation through stockpile releases, subsidies, and tax relief 71, together with the cushion of powerful growth in the AI sector 71, make the global economy appear, on the surface, to be weathering the crisis 71. But these measures are largely stopgaps; should the crisis lengthen or the fighting reignite, the suppressed pressures of inflation and slowing growth threaten to assert themselves in earnest.
